GetPassagePlus replies with translation urns in the request sometimes have incorrect xml:lang values on the element.

A leaf-node URN results in a correct response.
Any range request has the xml:lang value of the work, not the translation.
Any non-leaf-node request has the xml:lang value of the work, not the translation.

gq.getDocMetadata will not return metadata for URNs with passage elements at a level higher than the leaf-node. I'm on this.

Fixed. Added one more branch in getWorkAttrs(). Caught cases where you have a range of non-leaf-node citaitons.
