Given the use-case that is the basis for the GPP request, it should have the following behavior:

• A node-request (e.g. 1.10) with no "context" attribute: 1.91.11
• A range-request (e.g. 1.10-1.15): 1.91.16
• A node-request with a context attribute:

Request: 1.20, context=5 Return: 1.15-1.26 Prev should be: 1.9, context=5 Next should be: 1.32, context=5
