feat(docs/blips): Animated Blips #459

Adds animated blips in order to help (newer) developers understand which blips are animated. This PR also removes a couple unnecessary files.

Your missing the gif for radar_police_heli, everything else seems to work perfectly

Fixed @AvarianKnight. Seems I mixed up radar_police_heli with radar_police_heli_spin
