This seems like a cat-and-mouse situation that would probably be better addressed in the anticheat, to my understanding pure levels were just meant to prevent modifying game files. While blocking graphics plugins would temporarily fix the issue, they would still be able to inject cheats in other ways.
Also the wording

is a bit worrying, how would this prevent server owners from detecting events and such and flagging cheaters, unless anticheats are using some methods (that are patched now I think) that they shouldn't be.

so i recently found out that theres a new cheat that comes as a plugin to enb and reshade so even if we request a screen record or any kind of client side proof, we are ubale to detect anything suspicious. propblem is that i know how that thing works and what it is but since there is no option force disable from the server side, kinda helpless now

Yeah, but people always use mainstream resources. If THIS ^ becomes massive, pure mode is completely unnecessary.
What happened?
pure mode 2 stop all the client added mods yes but there are certain hacks that incorporte with reshade and enb making it unable for the server owners to detect or find cheaters.
Requesting for a pure mode 3 option to disable both enb and reshade mods
