Add some URLs from the official Germany blocklist to the de.csv list #138

Germany censors 3.000 domains, this censorship list even got leaked here: https://bpjmleak.neocities.org/

is there a readeable link to that list? so we can create a de.csv file to add it here in the form like

url,category_code,category_description,date_added,source,notes

It may be worth adding some of these URLs to the germany test list, though keep in mind that test-lists are not blocklists, so I would suggest adding only a sample of them.

Also at the same time, there is a discussion at #480 on should we keep or not keep the government block list in this repo.

these websites are also blocked in Iran.

BPJM in Germany is not really a "censorship", or am I wrong? It's a list of websites "not suitable" for children. And filtering by it can be activated but also deactivated. Also, this module/List is in your router, which you control. You as the user/administrator control what is blocked in your network and that's normal behaviour.
