Unexpected Issue

The third adoption email was a feature but for some reason was removed. The third adoption email was found to have been removed from the code.

Currently

• email notice is sent on the first adoption
• email notice is sent on the second adoption
• No further emails are sent

Solution

• The third email has already been removed from the codebase. Let's leave it as-is rather than adding back.

We need to include the third email in this program eventually because it has a different GR City Points code that the City of GR needs to offer it citizens.
