Groups: Add hyperlinks to the group description and make it longer

Insights:

In the Viimsi PB use case, the project leader has created instructions to participants for his PB group, but there is nowhere to link to the instructions. It also came up in user tests for some other use cases, that users sometimes needed more guidance of how to participate, what order to do things, etc.

Quick fix:

I think this needs more thought when we can, but as a quick fix for the Viimsi case, can we:

• Make it possible to hyperlink text in the group description. So they can write something like "View the guidance document here".
• Make the group description a bit longer, so there is more space for some guidance in there.

@BeccaMelhuish it is a bigger task. I have nothing against this idea, but it will probably need an markdown editor similar to our arguments and I am not sure how understandable is the link adding part for an average users as we have already disabled it for the arguments. There is also a slightly smaller issue related to the character counting, but I guess that is actually not a big issue.

@ilmartyrk OK yes understood! In that case we could discuss the idea with Viimsi in the next support call with @ssin1901, and see how useful he would find this? To me it seems like it would help with this use case a lot, but we can also check with him.

I have a memory of another user in a test wanting to add a hyperlink to a group description as well (and seems to me that it would be quite a common need), but I will confirm once I've tracked it down!

How long would it take to do if it did seem like it would make a big difference for Viimsi's process, and Kevin could provide a design to make some understandable UX?
