NOTIFICATIONS: Missing 'manage notifications' button in public topics

I tried a couple of public topics, and both before and after joining, the button to manage notifications was missing, it only has the text:

I'd suggest that it's slightly different for before and after joining the topic.

Before joining could be:

Join this topic to turn on notifications, then mange them here to stay engaged and up to date.
(Manage notifications) - greyed out

After joining, same as it is already but with the button added:

Turn on all notifications to stay engaged and up to date with this topic's activity. (Manage notifications) - active
