VOTING: Add images to voting options #1515

Making a spin-off issue from this one, focused on the idea of voting on images.

Can we add a possibility to attach images to voting options? For example, if an admin has 4 designs, and they want the participants to vote on their preferred design, then they would want to attach an image to 4 of the voting options.

@ilmartyrk @ssin1901 putting this one in 'Later' as not a priority for now. Was a priority for a particular use case in tests, but not sure how common.
