VOTING: Improved UX for the hard voting results folder #1521

Related to this issue, but focusing only on the process of downloading the results and the structure of the folders. Ignoring for now the issue of needing to give further guidance to users so they understand the files, I'll make a separate issue for that.

Based on the UX issues I saw in tests, I would propose this for the hard voting results downloads (soft voting proposal is separately here): (Though a caveat: I feel like while this will definitely be an improvement, it will still be helpful to get more thorough knowledge of exactly what our users want to do with the downloads, to make sure we are structuring this in the clearest/most helpful way).

  1. We have just one button on the platform, that says 'Download voting results' (same as for the 'soft voting')

  1. When they click it, there is a pop-up that asks them to choose what they want to download

Choose your download format

What are you trying to do with the download?

Choose this option if you just want to export the voting data for your records or analysis. You'll get a folder (.zip) with a spreadsheet showing each participant's vote choice, a results graph and a document showing the topic text.

Choose this option to get a container (.asice) including the e-ID signature files, in an acceptable format for Äriregister submission.

Choose this option to get a container (.asice) including the e-ID signature files, in an acceptable format for direct submission to the Riigikogu and KOV.

  1. For the 'Access the voting data' folder, I suggest we format it like this:

Folder name: Vote data export

Folder contents:

  1. For the 'Submit to the Äriregister' folder, I suggest we format it like this:

Folder name: Vote results Ariregister

Folder contents:

  1. For the 'Submit to the Riigikogu and KOV' folder, I suggest we format it like this:

Folder name: Vote results Riigikogu

Folder contents:

  1. In the 'Vote data spreadsheet' csv file, as per point 5 in this issue (unless there is a difference in the vote results spreadsheet when e-ID is used?), the layout of the sheet should be more user-friendly, so that admins can both easily understand it, and easily use it to make analysis:

@ilmartyrk If this is all OK with you from a technical POV and also legal POV re the container requirements, then we can ask Kevin to review and create the pop-up design?

Needs some research how to create folders in the bdoc/asice container
