TOPICS: Group rights tooltip extends off bottom of screen #1587

For me the 'group permissions for topic access' (in Settings, in topic create/edit flow) goes off the bottom of the screen so you can't initially see the whole text. I'm not able to scroll down any further with the scroll bar, though I can use the down arrow to be able to see the rest of it. I guess many users might not figure out the down arrow option though, as scrolling is more intuitive.

Could the tooltip extend upwards rather than downwards in this case? (And any other cases where the tooltip is near the bottom of the page).
