MP: missing Bulk Actions commands #568

What is the problem? In topic view "Manage Participants" Bulk Action does not have any commands or at least they won´t open:

Why is this a problem? It is not possible to use Bulk Actions when managing participants in topic view.

Possible solution. Please add Bulk Action commands.

@anettlinno we currently don't support bulk actions for members on the API side so I decided to remove these buttons in Phase I and suggest we add them in Phase II or maybe in the end of Phase I if we have more time. Also we should decide what are the bulk actions in here, should we allow deleting all members too and how to solve members permissions who get access from being a member of a group?

@ilmartyrk I added Phase II tag and will move it to Phase II. I would say that changing all members permission could be the actions, I wouldn´t add deleting all members, as I cannot think of any use case where admin would want to delete all the members, but not the group...
Same old group permissions vs topic permissions discussion needs to take place :D

@ilmartyrk are we going to remove the Bulk Actions button? Currently it doesn't work in Group->Members as no user is being removed (see screenshot)
