Amend CommentController.archive_last_thousand_comments to limit API calls #27

At present, it always calls the last thousand. We can optimize this dramatically by stopping the query once we've reached an ID we've seen before.

Doing this will require tweaking the comment fixtures to offer a hundred at a time.
