QA Test Plan #89

Hey! The Rally team would like some sort of QA test plan (even if it's the super informal one that y'all are using while doing dev) so that we can also check over it, and eventually for us to pass over to the Addons team.

There's now a first-draft version of a QA plan in newsDisinfoQA.md. I'm sure I'll think of more things to add in the next day or two, and I'd welcome feedback on the document itself, so I'm leaving this issue open for now.
