Configure and run netscaler CPX from the command pallete

Allow user to configure and start the netscaler CPX docker container from the command palette.

• create command to start container (ex. citrix: start netscaler CPX)
• create command to stop conatiner (ex. citrix: stop netscaler CPX)
• Configure container prompts should happen when each command is issues.
