With the Nakamoto upgrade of the Stacks blockchain, all lock STX unlocked. To continue delegated stacking, the STX hold in treasuries need to use pox-4 contract.

This issue is about extending the delegated stacking (or not).

With CCIP-022, NYC treasury should not be locked again as redemption is planned soon.

Timeline for MIA treasury is unsure, therefore, delegated stacking should be done.
