Extend direct execute CCD-001 #47

The functionality in the direct-execute contract was extended for 6 months as part of #26 and #31 (CCIP-021).

The sunset block height was updated to 173,748.

At the time of creating this issue, the current stacks block height is 171,103. That leaves 2,645 Stacks blocks, or approximately 18 days until the extension will no longer be able to execute proposals.

We should create a new proposal (CCIP-025) that extends this functionality for another 6 months.

Fixed with this transaction, final proposal extended for 2 years based on community feedback.
