Add delegated Stacking to UI #6

This is a nice to have, or maybe a V2 thought:

It would be great if someone mining/stacking a CityCoin could turn around and Stack their STX from the same screen. A basic flow for delegated Stacking similar to that of the desktop wallet would make sense.

It also could tie into the pool registry contract, similar to:
