Add Footer (About, FAQ, Glossary, Data) #126

Functionally this has to be slightly different than how it was implemented for DC because that site actually incorporated scroll on the homepage, this one does not.

So rather than having the footer a) constantly present (an option, but it permanently decreases the height of the viewport) or b) rise up and obliterate the building comparison bar at the bottom, I propose that c) the footer appears immediately below the main site with a delayed scroll trigger (much like in https://www.caliparks.org/#footer).

(the blue stroke should only appear on the top of the footer, not the sides and bottom like in my mock)

The pages we link to should be in Seattle Blue but with the DC layout (border, X to leave, footer at bottom)
