Adds "make_fake_pm_data.js" --> scripts/ #128

make_fake_pm_data.js takes a command line argument in the form of "YOUR_FILE".json . It adds new LAT_LONG, mock EUI, Greenhouse Gas and Energy Star data (on a normal distribution) and converts it to .csv format.
