Followup feature branch to https://github.com/GreenInfo-Network/seattle-building-dashboard/pull/127 that was merged.

Done

Most of the charts and designs are in and we are pulling from real data
Lots of code that is no longer being used has been removed from relevant files

TODO

[ ] Type check all data and fail gracefully with warnings as needed
[ ] Minor CSS/design tweaks
[ ] Remove old CSS from scorecard as is possible
[ ] QA

I appear to have made a PR that isn't going into the fork. Closing to reopen.
