Total GHG Emissions cap #27

  Total GHG Emissions – Can we please cap at 0 on lower end and 500+ on upper?

Upper end is already capped at 500, but for some reason (probably related to the #21 GHG Intensity Scale bug) it displays as 499.6. I suspect fixing #21 will solve this.
