Add Amazon CloudWatch shipper #226

Aready well known and used, Amazon CloudWatch provides monitoring for AWS cloud resources and the applications customers run on AWS:

Developers and system administrators can use it to collect and track metrics, gain insight, and react immediately to keep their applications and businesses running smoothly.

Accordingly, a CloudWatch shipper would be a great example/test case for #165 in principle, though obviously with a low business value only at first sight, given we are using CloudWatch via its native console and alerting already, as well as via the Librato CloudWatch integration.
