Add job to trigger a performance test on demand

This has been extracted from #24 and depends on #38, #253 and #301:

this should run one or several performance test suites against the test environment
- beside active performance assessments, it's supposed to provide fast, automated feedback on the production readiness of [the] systems any time somebody makes a change to them (see Continuous Delivery) down the road
performance tests can be generated & orchestrated via the fantastic record and replay in JMeter functionality @dpb587 has implemented already, see https://github.com/cityindex/logsearch/issues/253#issuecomment-29952987 ff.

This relates to epics #292, #293 and #294.

The jmeter stuff feels insufficient to the task. It's trivial for throwing data, but we currently have no automated way to capture metrics to compare results over time.
