Steps to reproduce

Windows 10 64bit 32GB ram

view ratings of station hover over station rating for a commodity detailed popup for for the rating for that commodity appears move mouse down onto popup. Once mouse is pointing at popup crash.

The crash doesn't occur in normal openttd 1.12.0-beta2 and seems related to the popup in citymania.
