Valet Fee was inserted but not the 4% Fee; It is inserted after Approving the "Valet Operator Intake" Process

What Supposed to happen:

• User approves process 'Valet Operator Intake' (50580)
• The system is supposed to calculate and insert the 4% ATD Tech Surcharge

What Is Happening:

• User approves process 'Valet Operator Intake'
• The system DOES NOT insert the 4% ATD Tech Surcharge
  • 12594385 did not insert the 4% fee at all
  • 10446224 did not insert the 4% fee at all
  • 11717607 did not insert the fee once
• The user manually has to add the fee, this should be done automatically

My Testing Notes

In V6:

• Approving Valet Operator Intake doesn't add fees.
• Approving Valet Operator review inserts all fees other than ATD Tech Surcharge

In V7:

• Approving Valet Operator Intake doesn't add fees.
• Approving Valet Operator review inserts all fees other than ATD Tech Surcharge
