You mentioned Google, are you using the Google Chrome browser? You may also want to try clearing your cache on your computer: https://support.google.com/accounts/answer/32050?co=GENIE.Platform%3DDesktop&hl=en and then try accessing the Finance and Purchasing site again.
David Smith called me to let me know he was still experiencing issues. I emailed him the link to the Finance and Purchasing system home page. He tried to log in and he was able to log in. Not sure what the issue was.
