"Assigned To" field is not being populated in Finance and Purchasing System in "Process | Purchasing" status #19

Van called letting me know that she's noticed that the "Assigned To" field under "Manage Purchasing>Process | Purchasing filter was missing. It's not being populated even when she's entering it.

Was testing this out in Test environment, I think I needed to update a record rule. I tested it and it worked, so I'll be making the change.

Record Rule Update this record Budget Review is not Assign to Reviewer Budget Review is not Approved Set Assigned To to a custom value ::blank::

@johnclary FYI: Made the change in the Finance and Purchasing system. Called Van to let her know that the issued was corrected. I showed her how to "Reassign" the ones she already sent to the Process | Purchasing queue. She was able to assign those ones too, but moving forward under Budget Review the Assigned To field will actually populate.
