Add copy functionality to all "Open" PR's

The copy functionality is only available for Closed or Cancelled purchase requests, hence the reason the requester is asking for this enhancement.

After being frustrated with the inability to copy non-closed PRs, I implemented this today.

• i added a new "copy purchase request" button to main menu of the PR details page
• i replicated the copy purchase request form from the existing page (that displays only when PRs are closed, rejected, or cancelled) on the new page.
