Reassigned PR#0615, 0629 to different staff #23

Van emailed me an said

I have an issue with PR 0615 because it’s in Waiting for Approval but it doesn’t have the AD name. I tried to assign Peggy as AD to sign off for Parking but the system didn’t let me. Please assign this PR to Peggy or return it to Vanessa so she can assign to Peggy.

I found a PR without an "Assigned To" even though it was in Waiting for Approval. Assigned it to A. Beaudet

PR# 2019-0629: They were in a “Waiting for Approval” status but didn’t have an “Assigned To” listed. Per your notes you said to have Annick review.

Van clarified

Please move PR 0629 from Annick’s queue to Budget Review. Annick already approved it via email.
