Fix PR-0800 for Van #32

Van Pham Finance

She approved the PR as supervisor and did "Assign to Reviewer". She should have Returned it to the requester so they could reassign it to their supervisor. The requester assigned it to Van directly.

I had to assign the PR to Jason Redfern per Van.
