Add New Vehicle Form on Signs and Markings App

Asked if we allowed the SMB staff to add new vehicles. I checked and the form doesn't exist yet. We just have an Edit Form.

We need to add a menu, new page Add Vehicle Add Form - Add new vehicle record

Should be the same fields as what's on the Edit form

• Vehicle ID (We need to turn this into a field that must be unique and required)
• Name
• Status (we probably don't need to show this since the default it "Active")
• Work Group
• Model
• Category
