"Quantity" field is blank on some signs specification actuals, after 8/26/19 #229

Called me and said she wasn't able to see any specification numbers on the report "Specification Actions Table".

I looked rebuilt the report in case the report corrupted, it was fine. I looked at the records and noticed that there were records that weren't being filled out for the "Quantity" field. I checked the asset form and it wasn't on there. Looked at the TEST environment and noticed it was on there. At some point we didn't add that rule back.

I queried the quantity - is blank : 822, updated the records to have them all have a custom value of 1.
