Refine work history report for permitting #258

The report we put together for SMB to submit to ROW every week is sufficient for the time being, but it would be preferable if [ @SurbhiBakshi - please fill this in 🙃 ].

John and Surbhi discussed that this might be accomplished by adding a text formula to pull ATD Work Order ID from Signs and Markings each and then a conditional field to pull both work orders in one field based on the source.

Current process Kati does is not ideal — Excel-ly deletions and tidying ... but also not a huge problem.
