Change asset specification: 97: REGULATORY, ''Tow Away Zone Symbol'', Ground-Mount, 12 x 6, (R7-201P) #259

Called me to let me know that is was brought to her attention that the "tow blade" sign they use has always had the wrong dimensions. It's listed at 12x6 and it should be 10x15.

Was able to add a new size 10x15, change the specification information for 97: REGULATORY, ''Tow Away Zone Symbol'', Ground-Mount, 12 x 6, (R7-201P) to 97: REGULATORY, ''Tow Away Zone Symbol'', Ground-Mount, 10 x 15, (R7-201P).

When I changed the spec name imported name, it updated the connections bc it was the field that was set as the display name.
