Feature: Conversion of SR to Job, automatically in "ISSUED" status (WO/JOB Details)

I want to be able create an activity for Dispatch Technician/Crew activity and for the work order and job that is created from the 311 SR to automatically be in an "Issued" status

Updated the form record rules for when we insert a job record when assigning to a work group.

Example:

Action - insert a connected record - a new work order markings job connected to this record (work order markings)

When - WORKGROUPS - contains - LONG LINE Values

• Set WORKGROUPS - to a custom value - LONG LINE
• Set CREATED BY - to logged in account
• Set CREATED DATE - to current date
• Set ISSUE WORK ORDER - to a custom value - 1

Need to test to see if this works now

Testing on #263 showed that the conversion created a markings work order and markings job, all records are in Issued status.

Will continue to test this, but I think this functionality is in place.
