for Github internal to gain more leverage to work on this project more than 5 hrs/Q
for OMF to collaborate (and maybe search for funding) on this project

Contents:

what are the things that are novel about this problem?
what can we learn from existing implementations and other libraries?
what doesn't apply to geospatial privacy/transportation in the implementation of those libraries?
what needs to be built?
why is this important to work on?

From SOW

Data Aggregation Project Plan:

Survey existing aggregated mobility datasets and geospatial aggregation methods and tooling

Draft a project plan with technical specifications for a new aggregated micromobility dataset that sources MDS data and outputs a data schema that could be used to power visualizations and analysis

This project plan should be something ATD DTS could hand off to an external contractor or internal PM to manage the implementation.
