Limit Extrusion Height #54

Since we switched from hexbin features to census tracts, the height of the extruded tracts on the map is totally bonkers. This is because the trip counts in the census tracts are much larger than the hexbins. We need to increase the factor by which we're calculating count_as_height, here.

@johnclary - want this is Sprint 12? If so will you add an estimate and assign to On Deck?

Updated the description and set the workgroup to Parking Enterprise. Backlog is ok.
