VZV | Map | Socrata returns 00:00:00 time for all records when requesting all filters

To reproduce, visit https://visionzero-staging.austinmobility.io/viewer/map and then click to add the Fatality type filter. All records returned from Socrata are missing the correct time in the crash_date field. As other filters are added/removed, the problem resolves. Need to figure out why data is not returning from Socrata correctly.
