Enhancements to Online Bike Map for Trail Closures

Description: Enhance the usefulness of online bike map by attaching photos to notes on the map to better describe street or trail conditions that may be difficult to understand without an image. Create new feature class/symbology for street/trail closures to overlay on bike map.

These two features should make the online bike map more useful and responsive.

Modified the scale display dependencies for local roads so that they're visible while farther zoomed out. This is particularly helpful for planning cycle-routing, as local roads are often used in cross-town riding.

Spoke with Janny Phung from Urban Trails about trail closures due to heavy rain this last weekend (04/06-04/07) to include in Austin Bike Map if any. No trails are currently closed, but I was informed that Public Works GIS is working on exporting MAXIMO data to AGOL to publish a map of maintenance/construction work near an address. In the future, this data may be queried to inform of future Urban Trail closures due to maintenance, construction, or flooding, to allow for the Austin Bike Map to reflect closures as they happen.

I will follow up with PWD GIS on their project in the future and will coordinate with PARD to set up a similar system for trail closures within their jurisdiction.

01/22/2020 Update: Integrating with PWD's maximo data in order to publish Urban Trail conditions on online bike map still needs to be scoped and prioritized. It's possible that integrating 311 data into the map might be more feasible due to the fact that this has been requested for other purposes, such as being able to request new bike rack locations, and other 311 issues that affect cycling. At #530 , we prototyped a process to extract data from 311, geocoding it and creating a feature service with the data needed to report on vehicles parked in bike lanes. If this process could be automated, we could simply publish the feature service of 311 data onto the online bike map.

At the moment, adding the strava heatmap vector tile layer to the online bike map is a more achievable goal.
