Update funding source data for atsd #1370

Intent

This PR intends to close #17921.

Testing

Check out this feature branch
Replicate the DB from production
- ./hasura-cluster replicate
- This will also apply the migration that contains this feature
Grab your DB client of choice and connect to your local postgres server
Check out the new columns:
- component_arcgis_online_view.funding_source_and_program_names
- project_list_view.funding_source_and_program_names

Ship list

When i was testing, I noticed that both funding source and funding program columns in the moped_proj_funding table are nullable. There are also real projects like 3019 that have funding rows with a program but no source.

I talked with Frank about it, and we agreed to show: only funding source, only funding program, or both depending on what is available. I'll take another look after that update. Thanks for handling this curveball, @frankhereford!
