hi folks—this was kinda quick n dirty to get Rose unblocked for the related records table. my thinking was that this view would form the basis for the next iteration of the crash victims dataset ETL.

thanks @roseeichelmann—i'm going to merge now. i've added a note to our todos mentioning that i'd like to get a closer review of all our SQL view code before we launch
