Re-creating PR since I inadvertently closed the original one by deleting the initial compare branch. Whoops!

Can't set myself as a Reviewer on a PR I created so here's the review: Revert DD/Drush ordering because DD is a dependency for running the Drush scripts.

Closing PR since it's over a week old. I will leave the compare branch intact in case we want to re-create the pr in the future.
