Add and re-organize training and workflow documentation #23

As I've worked with other CoA devs I've learned that the workflow itself is merely one of many things that require documentation and training for devs. My initial approach of putting everything in one markdown file is no longer appropriate when there are many different things for devs to do and learn before they even get to hello world.

As such, I'm trying to compartmentalize some of these into isolated themes, which could also serve as acute cheat sheets for folks as they're learning.

Hey PR Assignees, please use the published Pages site at https://cityofaustin.github.io/ctm-dev-workflow/ to review this stuff and comment on any gaps. There are some I know about, and some are documented as Issues in this repo, but at this point I've spent so much time in these that I desperately need someone else to take a look with a fresh set of eyes. Gonna go ahead and manually do the merge. I've gotten informal feedback from folks who say this all looks good so I'd like to get master updated and clean out feature branches before doing any more work.
