optimize dashboard for mobile #61

As a mobile phone user i want to view the dashboard on my phone

I'm not sure if this is already designed - but the spacing right now is a bit wonky which might just be some dev work. just wanted a ticket open!

Acceptance criteria

Page resizes for different device screens
All content still present
User is able to scroll through and view all visualizations

Using Bootstrap should help us have a decent mobile first setup, but long term might need some professional design help to have it be truly mobile friendly.

@wilhitem feel free to close this if you feel like the current design is decently mobile friendly. Otherwise, it could use more work and maybe QA to make sure it has wide compatibility across device sizes and browsers. I put this in short term backlog in case that is what we want this issue to represent.

Note: load time on slow connections could also be part of an 'optimization'. The current MVP is not friendly in this regard.
