Create look-up function similar to the verification site to onboard only verified notaries #119

User story:

As a platform administrator, I want to understand how to configure the site, and how/why to make changes to the administration page so that I understand the consequences of the configuration and any changes that I make.

Description:

To verify the onboarded notary credentials (make sure we do not onboard a fake notary) there is a need for Texas notary database integration with the platform. Developer needs: 1.How much of an effort would it be to integrate with the LifeFiles platform 2.Document how this integration changes with different verification model 2.Evaluate the pro's, Con's and implement the integration

Higher purpose(How this task affects the platform?):

Administration of the platform Helps answer what it takes to administer the platform; helps identify the stakeholder in Austin who might administer the platform.

@acarnagey's recommendation:

Possible look-up function similar to the verification site, but deployed on notary on-boarding / we're doing a hack, where we are web-scraping / do we want to build a comms channel with the Sec of State website folks? / our system could break if they make a change. this involves replicating the "hack" and for a more stable fix, connecting with State of Texas
