Automate the process of deleting the Helpers accounts which are not in use #125

User story:

As an organization admin, I need to know which Helper accounts are in use so that I can keep the accounts up to date.

Note: Currently, Helper's can't create an account or login using the phone number

Administration of the platform Helps answer what it takes to administer the platform; helps identify the stakeholder in Austin who might administer the platform. Governing the platform technical governance is about how changes are made, voting to put those changes in, and arranging for new features; non-technical governance is stewarding the administration, onboarding, and use of the platform, including determining the rationale for future changes to the platform;

Recommedation: (Full release)If Helpers didn't log in and use their account for more than 12 months automate the process of deleting the not-in-use accounts.

For every 6 months send automated checking to LifeFiles registered email to Helpers "Are you still using your LifeFiles account?" if they say "NO" delete the account

Option A(Alpha):As a short term solution, micromanaging the Helpers account by setting expectations with Admin to delete manually
