Private/protected document uploading process

User story:

As a document Owner, I need a way to label my private documents such as HIV records, medical records and sensitive documents so that my contacts doest know when I uploaded on to the platform to protect my privacy.

Description:

This is a newly added step when uploading a document to identify the private and personal documents to LifeFiles.This will be helpful in providing the Owner UI document list view and document sharing view of protected, private documents.

Higher purpose(How this task affects the platform?):

Uses for platform Helps answer a document owner's question - what can I DO with this platform? We estimate that there is a spectrum - store documents, help recover lost/stolen documents, transact with documents, bring documents into a legal setting as evidence or proof. These need to be explored/tested. Adoption of the platform How we know that document owners will use and rely on the platform. Acceptance of the platform Helps answer how and in what conditions the helpers and verifiers will accept documents from the platform

@acarnagey recommendation:

option to set type of document in admin private/not but sounds like it's not referenced on the UI ----seems pretty involved - like the history task - the api needs to have a bit of changes in the logic to check if the doc is private and not return it in the network data, then the UI needs to account for that and handle it.
