Port updated projects to Grackle #31

Overall to-dos to get ready for integration:

[x] content scrubbing
[x] incorporate date of update into description field
[x] images
[x] add date updated in grackle airtable
[x] fix budget data in Grackle base
[ ] update projects already published on grackle

Workflow:

In Smart City Initiative (draft) base:

Make sure all the fields are filled in accurately.
Update the title and description in Smart City Initiative for content and character count
If it's got all the right content, check "Shared view" to publish to the shared view
If it's ready to port to the Grackle, check "Port to Grackle" to activate zap

In Project Tracking Data (Grackle) base:

Fill in content in empty fields
Make sure Lead Department is filled in and accurate
Check "Publish" checkbox to send to production
Manual rebuild of grackle to pull fields
