4 years ago I've broken alerts into categories of things to be considered/defined:
How are alerts controlled: URL location
- blanket (all pages)
- specific pages (home page, or other page)
- specific set of pages (all pages of one dept, or all pages of one topic)
- mini-sites?
How are alerts controlled: other features
- time boxed; scheduling
- specific form factor for type of alert
- hero displacement/theme change (for extreme cases)
- multiple alerts
Governance - who can publish alerts and what type?
- admin
- homeland security
- publishers (perhaps for dept level alerts?)
Types of alerts
- environmental/precautionary (burn bans/water conservation)
- health (water boil, pandemic, smoke)
- legal/government (taxes, census)
- simple closures/city operational (ala Boston: services are normal, street closures, delays, barton springs closed, etc.)
Visual display
- location on page
- how are different types of alerts different looking?
- how are multiple alerts displayed
- what special display considerations need to be considered, if any

I think this list covers everything to be considered - add anything I've missed.
As a resident, I want to see alerts for urgent and timely information, so that I can be notified about time-sensitive matters.
